The title is BS.
The news say Splunk will not sell new licenses and support contracts for use within Russia, which is a significant difference.
And the official excuse about Splunk’s priorities is BS too. If you sell a license to the HQs of a Japanese company that, among other places, operates in Russia, usually support and everything else is performed through the HQs, and not their subsidiaries. It therefore requires no Russia-specific “investment”.
Why don’t they boycott China while they’re at it?

Clickhouse, a Russian product, seems to index dramatically better than splunk. Add with grafana, etc and you can build a useable and dramatically faster logging platform. Feature parity?
