I had a similar experience, even if i clean all the files, delete most of the apps, it was filling up quickly with system data. There are many people having the same problem btw. I have reinstalled the iOS, it went well for a month. Unfortunately i had to buy cheapest icloud… wait for it… problem gone.

From my personal experience, yeah. Even if it’s not intended, they probably know this problem exists but nothing done to resolve.
