For one have well documented standards for architecture. 2nd have a well documented checklists against which engineers can self check. finally a documented process and build it out in a tool where engineers submit and understand where their review is in the process. finally make sure you set up limits when a solution can go into production using this tool.
FYI: I am a formal process architect for a fortune 50 enterprise with over 40K employees.
Your process agility/ control points will depend on size of your organization and control you wish to exert on those teams. You have to continually monitor process metrics and adjust for your objectives, and as the organization grows.
The above approach is overly simplistic of course, but I hope it will get you set in the right direction.
