They are really stretching definitions, aren't they? It is quite ambiguous to refer to a "bike" when you don't mean "bicycle" (which, by definition, is a human-powered device with pedals and two wheels.)
It seems that this article intends to refer to a "motorbike" (which, by typical definition, is a device with two wheels powered by a small engine, typically internal-combustion) but the "motorbike" in question here is actually more of a large drone, with no wheels but enough space to carry one human aboard it.

FWIW, the Gossamer Albatross is a flying bike which managed to stay aloft for nearly 3 hours, back in 1979. Human-powered, no less.
