NYS changes minimum scores for student proficiency in math, English

  • Question. If the basic standards are being lowered, wouldn't a more natural headline that conveys the most information (especially true for a click-bait world) be "NYS lowers minimum scores for student proficiency in math, English"?

Am I wrong in thinking that this headline is clearly and obviously written with an agenda to hide the impacts of one or more horrific policies?

EDIT: The URL for this article is https://www.timesunion.com/news/article/new-york-lowers-bar-... indicating that it possibly was initially written in that way and then changed.
