    In my opinion we can not. A tool will do what it was designed and capable of doing. It will be given orders by whatever human or other robot or pseudo-AI is controlling it. When a tool is misbehaving it must be disabled, reverse engineered to figure out who programmed it and then the person or company must be made example of to discourage this behavior. One need only watch iRobot starring Will Smith to see how corporate types will respond to incidents of industrial accidents.

    Until such a time that robots are designed with multiple layers of safety then robots would have to be treated as dangerous tools and there would need to be legislated guard-rails in place similar in concept to firearm laws. Laws are usually reactionary so a number of people will have to suffer losses first.

    I foresee mandatory certifications for different classes of robots, think obstacle avoidance on drones or levels of self driving and impounding and destruction of robots that are not certified or malfunctioning.
