HR is not there to look after staff in general. It's there to protect the company and senior staff from the rest of staff, and to run payroll.
I have some horror stories to tell of my various clients' HR depts, but the one at which some rando junior HR tried to fire on the spot the only person earning money and keeping the entire multinational above water was a hoot. I can't remember if I was one of the people calling upstairs and suggesting the roles be reversed, pronto...
