It starts negotiating sale of business and/or sale of assets with the Russian government. d. Usual terms are: d1. Sell at discount not less than 50% d2. Our of the sale price, pay at least 10% directly to the Russian state budget. e. Win (?)

PR cost of doing business in Russia is smaller than effect of stock options bonuses on C-staff.
Companies stay in Russia.
