My local post office has a dog on staff. Id on her collar and everything. Its a rural area, there's many unsecured dogs around guarding herds and farms, so its actually important carries here can at least tolerate and speak to dogs.
I think that having the scent of a dog on them and their equipment, being "owned", helps the dogs on the route accept the carriers too.
