I am a Brazilian living about 10 years in Germany, and 10 years ago I was your age ;)
What helps me the most with this stagnation feeling are personal / pet projects. As you already have experience, try to focus on things bigger then TODO lists, and self host your solutions, implementing ci/CD automation and so on.
I am myself pursuing a Master degree, but it is only for personal purposes. The company where I work (also consulting) dosn't give a damm, every now and then I apply for some positions to see how is the market, nobody cares about my studies, the experience is what counts. For your short time goal, try to focus in getting more hands on experience with personal projects and then start applying for positions that suits you.
