For me the most surprising part of this report is:
"Instead, the government relies on self-reported figures from the nation's 17,000 law enforcement agencies. The figures exclude killings deemed not to have been justified."
1. The paper said that during the first five months of this year, 385 people were killed. That means that the vast majority of law enforcement agencies and agents didn't take part of even a single of these incidents.
2. 17000 law enforcement agencies seems to be a lot of departments, most likely with overlapping attributions and jurisdictions. For comparison the U.S. have about 3300 counties or equivalent.
